yeah use_sidepath is a way to say there is a sidewalk and whole Road as a combination of sidewalk and carpath is walkable. It is not a big deal for sure, sorry

hi! more correct tag in that case would be foot=use_sidepath with sidewalk tags.

По-идее адрес надо вешать на домик. И все участки закрашивать как landuse=allotments

как отдельный участок обозначить не нашел (
farmland ето большие поля, а тут как раз огороды так что allotments.

Еще советую разбивать переименование на несколько чейндж-сетов (для каждой улицы).

Все name:XX теги хорошо бы переносить в old_name:XX, а в идеале в old_name:XX:1950-2021. Иначе Номинатим поиск не сможет искать по истории.

Что бы не фиксить ето все на каждом отрезке можно создавать associatedStreet отношение.
