Depends how you define a ‘neighbourhood’ :)
I invite you to explore osm.wiki/Key:admin_level as well as osm.wiki/Template:Admin_level_10 - there is a specific entry on Canada, in case that helps. It seems that depending on the city, it may be level 9 or 10.
